MALPRACTICE DEFENSE SERVICES has been providing legal assistance to physicians since our founding in 2004. It is our mission to permanently reduce the number of malpractice lawsuits, premiums, judgments and settlements. We believe the best way to achieve this goal is via the active monitoring of, and aggressive intervention and participation in, malpractice litigation.
Executive Staff:

Continuing the tradition of enforcing and ensuring the ethical behavior of attorneys, Todd was appointed to, and served on, the Code of Conduct Committee overseeing the behavior of law students at Widener.
In addition to being active in community volunteer work, Todd has worked for various prosecutors’ offices and has served his community in a law enforcement capacity. Additionally, Todd has served as Chief Counsel and Counsel to not only billion-dollar, international corporations, but also local “Mom and Pop” operations. During his ten-year practice, Todd has represented medical practitioners in every aspect of their practices, from contract negotiation and practice entity formation, to selling and purchasing practices and serving as private counsel during medical malpractice litigation.
With numerous physicians in his family, and a multitude of medical practitioners as clients, Todd is aware of the need for Malpractice Defense Services and is committed to protecting the practitioner, and ensuring that MDS plays the key role in changing the hostile malpractice environment. <top>

MDS’ Director of Operations, Zachary Cooper, Esq., graduated from the University of Pittsburgh and attended the Widener (Delaware) University School of Law where he earned his J.D. in 2000. Following law school Zachary served as a prosecutor with the Montgomery County Office of District Attorney in Pennsylvania. Zachary played an integral role in holding defendants accountable for their actions on a daily basis. He has prosecuted all types of crimes ranging from simple assaults to murder. His conviction rate was over 96%.
Zachary is currently dedicated to medical malpractice defense. He is an experienced malpractice counsel who prides himself on being a zealous advocate for every client. Zachary is intricately involved in all aspects of medical malpractice law and litigation including pretrial, discovery, trial and post-trial. He is a member of the Pennsylvania Bar Association and the Montgomery County Bar Association.
Zachary is concerned that doctors are being sued at an alarming rate in Pennsylvania, and it’s clear that the current nature of malpractice insurance is insufficient to protect physicians’ interests. In his professional experience, most of the doctors sued acted within the standard of care and have to endure countless hours and needless time dealing with frivolous accusations.<top>

Troy’s primary responsibility was to design and execute successful sales strategies, as well as build lasting relationships with his clients and their management. He brings all of that experience to MDS.
Troy is excited to play an integral role in minimizing, and indeed, reversing, the negative effects of ineffective and insufficient insurance-provided representation on today’s medical community. He is proud to represent Malpractice Defense Services as the premier protection company for medical practitioners.<top>
